RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.
Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.
Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.
The SRTOs 2015 Clause 1.8 specifies that RTOs need to ensure compliance of their assessment systems, including RPL, with training package requirements, following the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The first type of assessment validation checks that your RTO's assessment aligns with the training package requirements in your scope.
The next validation ensures that assessments are conducted per the principles of assessment and rules of evidence.
This means we validate assessments both before and after they are conducted. This article will cover the first type—assessment tool validation.
A Look at the Two Types of Assessment Validation

As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
Here, we will concentrate on assessment tool validation.
Guidelines for Conducting Assessment Tool Validation
Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.
When to Conduct Assessment Tool Validation
Assessment tool validation is intended to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.
You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.
Nonetheless, there are other reasons to conduct this type of validation. Perform assessment tool validation when you:
- your resources get updated
- new training products are added to your scope
- course gets reviewed against training product updates
- learning resources are identified by you as a risk during your risk assessment
The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.
Choosing Training Products for Validation
Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.
What You Need for Assessment Tool Validation
Course Materials
To validate assessment tools, you need the complete suite of your learning resources:
Mapping tool – the initial document to investigate. It identifies which assessment items address unit requirements, helping speed up validation.
Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.
Panel for Validation
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
Your validation panel must, as a group, possess:
Relevant vocational competencies and up-to-date industry skills for the unit being validated
Current knowledge and skills in vocational teaching and learning
Either one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an equivalent successor
Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not have a recommended or required template for assessment tool validation, many templates are available online. These tools generally require validators to review the tools as a whole to see if they meet the principles of assessment.

While these templates facilitate the validation process, they can result in judgment errors due to the limited space for comments on each assessment item.

Core Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?
Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Rules of Evidence
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Do the assessment tools mirror current units of competency and modern industry practices?
Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To prevent using learning resources that do not meet some unit requirements, make sure to follow these guidelines:
Act on Your Words
Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and check here toddlers, one performance evidence requirement asks students to:
Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
change diapers
bottle preparation, feeding infants from bottles, and cleaning equipment
prepare solid food and feed infants
respond to baby signs and cues suitably
prepare and settle infants for sleep
monitor and encourage age-appropriate physical exploration and gross motor skills
Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent
Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What types of information can be included in a work package?
The answer might include:
Required materials
Appropriate costs
Time allocated for activities
Appointed duties and responsibilities
When an assessment item calls for several answers, indicate the number of answers required from a student. This way, your assessment remains reliable, and the evidence collected is valid.
The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:
Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.
Possible answers can include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls
People – isolating, use of engineering controls, administrative controls
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, engineering, administration
Equipment or machinery – isolation, engineering controls, administration
Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
